Purpose. The purpose of this chapter pursuant to Minnesota State Law and the city’s activities as a municipal entity requires us to set forth and establish certain fees and charges to reimburse the city for administrative and other expenses related to the issuing of permits, licenses and other services. The fees and charges for licensing, permits, programs, and services include but are not limited to building, zoning, planning, business, animal, park and recreation, rentals, solicitors, fire prevention, utility, franchise, administrative citations, and other miscellaneous fees that further the health, safety and welfare of the community at large.
