No filling, grading, dredging, excavation or construction shall be allowed within the wetland conservation area if the activity is incompatible with the policies expressed in this chapter and the preservation of those wetlands in their natural state, nor shall the shoreline of Lake Minnetonka, Galpin Lake, Christmas Lake, Lake Mary, Silver Lake and Lake Virginia be changed in any way by fill or excavation without an earth change plan being filed by the applicant to so do and a permit issued hereunder by the City Council for the change.
