Subd. 1. Planning Commission action. The City Administrator/Clerk shall refer the application to the Planning Commission, which Commission shall consider the application at its next regular meeting, but not earlier than seven days. The petitioner or representative shall appear before the Planning Commission in order to answer questions concerning the application. The Planning Commission shall investigate all facts set out in the application. Opportunity shall be given to any person to be heard for or against granting the permit. After the investigation and hearing, the Planning Commission shall make its report to the City Council recommending or not recommending application for the permit.
Subd. 2. City Council action. The City Council shall, within 60 days after receiving the report of the Planning Commission, grant or refuse to grant, in its discretion, the application for the permit.
