Subd. 1. Billing. Statements for charges for dry hydrant fire protection utility use and service for a quarterly period shall be mailed to each property owner or user on or before the tenth day and shall be due and payable on or before the last day of the months of January, April, July and October following the quarterly period covered by the statements.
Subd. 2. Delinquencies. After the last day of the month in which payment is due, a penalty of 10% of the unpaid account balance will be assessed and added to the amount due on the account.
