The municipal storm sewer system shall be operated as a public utility pursuant to M.S. § 444.075. Pursuant thereto, the city establishes a stormwater drainage utility and authorizes the imposition of just and reasonable charges for the use and availability of storm sewer facilities subject to the provisions of this section and Minnesota Statutes.
