This chapter may not be modified, amended, or repealed until a public hearing is held thereon by the City Council. A notice of the time, place and purpose of the hearing shall be published in the city’s official newspaper and on its website at least 10 days prior to the day of the hearing. Failure of any person to actually receive the notice shall not invalidate the proceedings provided a bona fide attempt to comply with these provisions has been made.
