Subd. 1. It is the public policy of the city to assure for all persons freedom from discrimination because of race, color, creed, religion, ancestry, national origin, sex or age with respect to employment, housing, property rights, education, public services and accommodations, which discrimination threatens the rights, privileges, opportunities and freedom of all persons and menaces the institutions and foundations of democracy.
Subd. 2. To effectuate this policy, the city has heretofore on January 13, 1969 established a Human Relations Commission, the purpose of which is to secure all citizens equal opportunity, housing, public services and education and to assist this city to implement the Minnesota State Act against discrimination, being M.S. Chapter 363.
