902.10 ADMINISTRATIVE RULES AND REGULATIONS.
   The City Council shall have the right to issue additional administrative rules and regulations relative to, but not conflicting with, this chapter. No person shall violate the rules or regulations, and any violation may be subject to the penalties of this chapter.
