Subd. 1. Any applicant who allows and permits a horse to escape from the confined area shall be liable for the fees to recover the animal.
Subd. 2. The escape of a horse or pony necessitating recovery by agents or employees of the city shall automatically suspend the permit of the applicant to keep horses within the city until the Horse Inspector has reinspected the premises for the keeping of horses and the owner has made payment for the inspection.
