Upon receipt of a satisfactory inspection report from the Horse Inspector disclosing that the applicant has complied with the standards provided in § 702.03, the City Administrator/Clerk may issue a permit for the keeping of the horses or ponies, which permit shall expire on the ensuing May 15, unless sooner revoked as hereinafter provided.
