The city does now operate and maintain public parks for the benefit and pleasure of its citizens, and the city has in the past expended monies for capital improvements and maintenance of these parks. It is the desire of the city to establish a Park Commission for the city as an advisory body to the City Council, to aid that Council in the expenditure of monies so that the greatest benefit may be obtained from the use and maintenance of the parks.
