Subd. 1. No person shall drive or operate a motor vehicle upon any street or highway in the city without having in his or her possession, as required by the laws of the State of Minnesota, a valid driver’s license or chauffeur’s license.
Subd. 2. No person shall drive or operate a motor vehicle without having thereon proper motor vehicle license plates as required by the laws of the State of Minnesota.
Subd. 3. No person shall drive or operate a motor vehicle belonging to another without the owner’s consent.
