Any person who drives any vehicle in such a manner on any public or private grounds or parking lot or on the frozen surface of any body of water within the city limits or the harbor limits of or adjacent to the limits of the city so as to indicate a disregard for the safety of persons or property shall be guilty of careless driving and such careless driving is a misdemeanor.
