The driver of a vehicle upon a street or highway in the city, upon meeting or overtaking from either direction any school bus which has stopped on the highway for the purpose of receiving or discharging any school child or children, shall stop the vehicle immediately upon the extension of a stop signal arm by the school bus driver and shall remain stopped until the school bus driver retracts the stop signal arm, but may then proceed with due caution for the safety of such children.
