All persons who hereafter construct, extensively remodel or convert buildings or facilities for use as a massage business shall conform and comply in their construction, erection or alteration with the requirements of this chapter. Plans and specifications for such layout, arrangement and plumbing and construction materials of the sauna and massage areas, and location, size and type of equipment and facilities, shall be filed by the owner in the Building Department. No construction, alteration, or remodeling will occur without issuance of a building permit.
