907.04 RESPONSIBILITY FOR ADMINISTRATION.
   The city shall administer, implement, and enforce the provisions of this chapter. Any powers granted or duties imposed upon the city may be delegated in writing by the City Council to persons or entities including the Minnehaha Creek Watershed District.
