§ 150.06 INSTALLATION OF FIRE HYDRANTS.
   (A)   Any person, firm, corporation, or other organization engaged in new building construction or additional construction to an existing building of one thousand two hundred (1200) square feet or more, of structures of commercial, industrial, mercantile, educational, institutional, assembly, hotel, motel, multi-family, residential subdivisions, or mobile home park occupancies in the city shall comply with the following requirements. Where watermains are accessible, no construction of the combustible stage of a structure shall start unless and until fire hydrants are available for use and in operation in accordance with the specifications set out below. Where watermains are not accessible, an adequate plan for fire protection shall be submitted to and approved by the Fire Chief prior to start of construction.
      (1)   Fire hydrant type and water supply requirements.
         (a)   All fire hydrants shall meet the minimum specifications and be installed in conformity with the standards and requirements of the local water utility and the standards of the National Fire Protection Association.
         (b)   Fire hydrants shall be equipped with not less than two- (2) four- (4)inch outlets.
         (c)   Watermains shall be not less than six (6) inches in diameter.
      (2)   Location of fire hydrants.
         (a)   In residential areas fire hydrants shall be spaced not farther than 500 feet apart as measured over hard-surfaced roads.
         (b)   In commercial, industrial, mercantile, educational, institutional, assembly, hotel, motel, and multi-family areas, fire hydrants shall be spaced not farther than five hundred (500) feet apart, as measured over hard-surfaced roads, with such closer spacing as may be required where special circumstances require such closer spacing, provided further, that each building shall have hydrants within three hundred (300) feet, and no exterior portion of any building shall be located more than five hundred (500) feet from a hydrant; distances being measured along the shortest feasible exterior route for laying hose.
         (c)   All hydrants shall be kept clear of weeds, rubbish, and any and all other obstructions by the abutting property owner.
         (d)   Parking within ten (10) feet of a hydrant is prohibited.
   (B)   Upon the approval of the City Clerk/Tax Assessor or his designated representative, acting in cooperation with the recommendations of the Fire Chief or his designated representative, the city shall issue a building permit for the construction of any building covered under division (A) above, provided that such permit shall be conditional and contingent upon strict compliance with the provisions of this section. Any failure on the part of the permittee to comply with the provisions of this section shall result in the revocation of his building permit and such permit shall be held to be void ab initio.
   (C)   The Zoning Enforcement Officer or his designated representative, acting in cooperation with the recommendations of the Fire Chief and the officials of other departments of the city having jurisdiction, is hereby authorized and directed to enforce all the provisions of this section. Upon presentation of his official credentials, the enforcement officers may enter any premises covered by these regulations to perform the duties imposed upon them by these regulations.
