(A) It shall be unlawful for any person, firm, or corporation to erect or build within the city any structure or appurtenance, other than a garage or shed not exceeding ten (10) feet by twenty (20) feet in dimension, without providing for adequate and/or necessary drainage facilities.
(B) The City Clerk/Tax Assessor or any other officer or employee of the city shall not issue a building permit or license to any owner, subdivider, or agent of either, for the construction or erection of any structure or appurtenance, other than a garage or shed not exceeding ten (10) feet by twenty (20) feet in dimension, within the city without first having submitted to him blueprints or plans, approved by a competent engineer or the Metropolitan Sewer District, that drainage is adequately provided for.
