(A) The municipal golf course shall be operated by and under the authority of the Mayor and City Council, with supervision by the Mayor pursuant to KRS 83A.130(3) and in accordance with the powers of the City Council as provided for in KRS 83A.130(12). Operating expenses of the golf course shall be paid by the City Treasurer in accordance with the annual budget of the city.
(B) A supervisor of the golf course shall be appointed by the Mayor with the approval of the City Council. The supervisor may recommend to the Mayor and City Council employees necessary to operate the golf course. The City Treasurer shall issue drafts to pay operating expenses as they are incurred, subject to the approval of the City Council and the Mayor. The supervisor shall make monthly revenue reports to the City Council and the City Treasurer. The reports shall be included in the City Treasurer's regular reports to the Mayor and City Council.
(C) A snack shop shall be operated by the supervisor in conjunction with the operation of the golf course. The cost of operation of the snack shop shall be paid by the supervisor from his own funds and the revenues from the snack shop shall be income to and the property of the supervisor. Whenever requested by the City Council and not less than annually, the supervisor shall make a report of revenues and expenses relating to the operation of the snack shop to the City Council.
(D) All equipment used in the operation of the golf course shall be the property of the city. All purchases of property or equipment, as recommended by the supervisor, shall be made only with the prior approval of the Mayor and City Council.
