(A) At the time and place fixed for receiving and considering the report, the City Council shall hear and pass upon the report of such costs of abatement, together with any objections or protests.
(B) The City Council may make such revision, correction or modification in the report as it may deem just, after which by motion, the report as submitted or as revised, corrected or modified shall be confirmed.
(C) The decision of the City Council on all protests and objections which may be made shall be final and conclusive. A copy of the City Council's written decision shall be mailed as provided in § 94.64.
(D) Any owner or person occupying or controlling the premises who has been sent a notice to abate or who has been sent a copy of the City Council's written decision and has failed to abate the condition may be charged with a violation of this subchapter in a criminal complaint returnable to the Jefferson District Court.
