Within ten (10) days from the mailing of personal service of the notice, the owner or person occupying or controlling the premises or lot affected may file objections to the City Council. At a regular meeting or regular adjourned meeting of the City Council not more than twenty (20) days thereafter the Council shall proceed to hear and pass upon such objections. The decision of the Council shall be final and conclusive.
