(A) The Chief of Police is hereby directed and authorized to impound and hold any stray dog found by him in the city not on a leash or in the custody of its master; and is further authorized to hold the dog in an enclosure for a period of seven (7) days, as required by KRS 258.215. After this time, the Chief of Police or his deputy may either destroy the dog (but only when, and in the manner authorized by, KRS Chapter 258), or deliver it to the Animal Rescue League or any of its representatives.
(B) Should the owner of the dog apply for it during the 48 hours heretofore mentioned, the dog may be released to the owner at the discretion of the Chief of Police upon payment of any cost incurred for keeping and feeding the dog, but not less than $10.
