It shall be unlawful to park, abandon or store upon any public way or public property in the city any apparatus which is not capable of being operated under its own power (self-propelled) or which cannot be legally operated upon the public ways of the city. Apparati include but are not limited to boats and trailers. It shall be the duty of the owner or person in possession of the apparatus or part thereof to abate the nuisance through removal of the apparatus or part thereof from the public way.
