A junked motor vehicle located on private property in the city shall be and is hereby deemed to be a public nuisance. It shall be the duty of the owner or person in possession of the motor vehicle or part thereof, or the owner, tenant or person in possession of the private property upon which the motor vehicle or part thereof is located, to abate the nuisance through removal of the motor vehicle, or to have it housed in a building where it will not be visible.
