It shall be unlawful and a violation of this subchapter for any person, corporation, firm or other entity to construct on any lot in the city an unpaved driveway or parking pad. Existing gravel or otherwise unpaved driveways or parking pads existing at the time of passage of this subchapter are herewith excepted from the prohibition herein.
