It shall be unlawful for any person to park any motor vehicle in or on any section of any park, playground, play lot, or tot lot within the city not designated as a parking area or designated as allowing parking along a regularly maintained roadway. However, nothing contained in this section shall be construed as prohibiting the parking of a motor vehicle parallel to a designated and regularly maintained roadway in any park or playground where at least two (2) wheels of the motor vehicle are resting on the roadway, and the free flow of traffic is not impeded.
