No person shall perform the duties of nonelective peace officer, merchant police officer, or other private security guard, except guards in industrial plants, within the city, until he has appeared personally at the office of the Chief of Police and supplied to the Chief of Police information, a photograph, and material similar to that required to be supplied by KRS 61.360, and furnished, in addition, to the Chief of Police his fingerprints and a statement describing any proceedings, civil or criminal, in the State of Kentucky or any other state in which he has been a defendant.
