(A) There is hereby created a part-time police officer force, not to exceed ten officers.
(B) The part-time officers shall perform the same duties as a full-time officer, enjoy the same restrictions, and be bound by the same regulations.
(C) These officers will be covered under the city liability insurance policy, but will not be covered under the medical, health, hospitalization, or death insurance and, additionally, will not receive a clothing allowance.
(D) The Shively FOP Lodge # 17, Inc. shall not be the exclusive bargaining agent or representative for the part-time police officers, except as relates to the Grievance Procedure Article and the Discipline and Suspension Article in the present bargaining agreement between the city and FOP Lodge # 17.
(E) The compensation for the part-time officers shall be at a rate per hour as is established by Council.
