(A) The Town Council is authorized to budget and to appropriate funds from the General Fund or from other funds to provide membership for the town and for the elected and appointed officials and members of the Town Council in local, regional, state and national associations of a civic, educational or governmental nature which have as their purpose the betterment and improvement of town government operations.
(B) The Town Council is further authorized to budget and to appropriate funds to pay the expenses of duly authorized representatives to attend the meetings and functions of organizations to which the town belongs.
(C) It is recommended that the town maintain membership in the Indiana Association of Cities and Towns and the Indiana League of Municipal Clerks and Treasurers.
(D) The Clerk-Treasurer is authorized to pay such dues and membership fees as may be required by such organizations.
