(A) The maximum speed limit on all streets within the town will be set to 25 miles per hour except where noted below.
(1) On Main Street from Varner to South Street the speed limit will remain 20 miles per hour.
(2) On Lee Road from Main Street to Liberty will remain 30 miles per hour.
(3) On 2nd Street from South Railroad to South Street the speed limit will remain ten miles per hour.

(B) The fact that the speed of a vehicle is lower than the foregoing limits shall not relieve the driver from the duty to decrease speed when special hazards exist with respect to pedestrians or other traffic or by reason of weather or highway conditions, and speed shall be decreased as may be necessary to avoid colliding with other persons, vehicles or other conveyances on or entering the highway in compliance with legal requirements and the duty of all persons to use due care.

(C) Divisions (A) and (B) of this section shall not be construed to relieve a plaintiff in any civil action from the burden of proving negligence upon the part of the defendant as the proximate cause of an accident.
