(A) A customer may request a face-to-face conference regarding any dispute over a disputed utility bill or other service matter before the Town Council, or its designee, to hear such matters. All such matters will be resolved in accordance with I.C. 8-1-2-103, I.C. 8-1.5-3.5, the written polices of the town and the judgment of the Town Council.
(B) Only the Town Council has the ability to modify, change or mitigate a utility bill.
