The town shall establish, maintain and periodically revise the water and sewer rate ordinance. These ordinances shall contain all the various fees, rates and charges that the municipal utility will charge to its customers. All municipal utility charges shall be calculated in accordance with the current water and sewer rate ordinances applicable to the municipal utilities or services rendered to a customer.
