§ 52.02 ADMINISTRATION.
   (A)   The sewer works shall be administered by the Town Council, established in and hereinafter referred to as the Board. The Board shall have general management responsibility for the staffing and operations of the sewer works.
   (B)   The town shall make and enforce such by- laws and regulations as may be deemed necessary for the safe, economical and efficient management of the town sewerage system, regulator chambers, pumping station and sewage treatment works, for the construction and use of house sewers and connections to the sewerage system, and for the regulations, collection, rebating, and refunding of such rates and charges.
   (C)   The Board is hereby authorized to prohibit dumping of wastes into the town sewerage system, which, in its discretion, are deemed harmful to the operation of the sewage treatment works of said town or to require methods affecting pretreatment of said wastes to reduce the characteristics of the waste satisfactorily to the town.
