Water service to any consumer may be discontinued for the following reasons:
(A) Wasting or improper use during a declared water emergency after same has been called to the consumer’s attention.
(B) Refusal to pay bills within prescribed time.
(C) Interfering with or destroying any water appurtenances or appliances belonging to the town.
(D) Failure to or refusal to comply with General Rules and Regulations.
(E) Repairs.
