§ 30.21 SIDEWALK INSPECTION AND REPAIR POLICY.
   (A)   Purpose. The purpose of this policy is to establish a guideline for the inspection and operational procedures for sidewalk conditions and possible repair for public safety while maintaining fiscal responsibility.
   (B)   Inspection and inventory. The goal of this policy is for the village to inventory and inspect all sidewalks on village owned property and village right- of-way on a two year rotating basis. The inventory created shall include a history of inspection and condition of the sidewalk. The inventory shall be broken down as follows:
      (1)   The location of sidewalks on village right-of-way for other than residential neighborhoods.
      (2)   The location of sidewalks on residential neighborhood through streets. (Those directly connecting to other subdivisions or collector streets.)
      (3)   The location of sidewalks on other residential neighborhood streets.
      (4)   The location of sidewalks in village owned parks.
      (5)   The location of sidewalks on other village owned properties.
      (6)   The location of sidewalks on village right-of-way adjoining schools, churches and village governmental facilities.
   (C)   Other inspections.
      (1)   Public concerns. In addition to formal inspections, citizen concerns related to village sidewalks will be documented in the village’s work request form system and directed to the Village Engineer. All concerns will be investigated in a timely manner as staff workload permits.
      (2)   Village staff. In addition to formal inspections, staff may inform the Village Engineer of any concerns related to village sidewalks. All concerns will be investigated in a timely manner as staff workload permits.
   (D)   Action. Following an inspection:
      (1)   Any elevation offsets over one inch in a sidewalk identified in the inventory under (B)(1), (B)(4) or (B)(6) shall be repaired as soon as is reasonable based on the availability of the village work force and funds.
      (2)   Any elevation offsets over two inches in a sidewalk in the balance of the inventory classifications shall be repaired as soon as is reasonable based upon the availability of village work force and funds.
      (3)   When either condition in (D)(1) or (D)(2) are found following inspection the offset shall be painted with yellow paint, a picture log shall be made taken and added to the work request or inspection log.
      (4)   Any smaller elevation offsets in either (D)(1) or (D)(2) than those listed shall be considered de minimis.
   (E)   Interpretation. The Village of Shiloh acknowledges that all sidewalks cannot be maintained in perfect condition due to fiscal and practical constraints. The timing of the maintenance and inspection planned within this policy are to be carried out within the scope of the current operating budget.
