§ 30.17 ARCHITECTURAL APPEARANCE PERMIT POLICY.
   (A)   It shall be the policy of the village that any building or structure shall be subject to Village Board architectural appearance approval in accordance with the development code.
   (B)   The intent of this policy is to provide an opportunity for elected official review and input prior to issuance of a permit without unnecessary project delay.
   (C)   The Board can review the submittal at any two meetings (a committee at large or regular board meeting). Board authorization to staff can only be made after the application has been reviewed at two meetings - the first to introduce the project and the second to seek formal acceptance.
   (D)   Each request shall be listed by name and address on the agenda to allow for public input.
   (E)   Procedures.
      (1)   Applicant shall submit plans or pictures that have sufficient detail to determine the type of exterior materials, colors and exterior appearance atleast 14 days prior to the first meeting in which the application is to be reviewed. Documents are to be submitted to the Village Staff.
      (2)   Staff shall review the submittals using the ordinance as a guide.
      (3)   Staff review comments shall be sent to the applicant within one week of receipt of documents.
      (4)   Applicant shall address any staff review comments.
      (5)   If all staff comments are addressed prior to the Wednesday before the meeting at which the Board is to review the project, the application shall be on the meeting agenda. The Village Staff shall notify the applicant that the application is on the agenda.
      (6)   Copies of the Staff review comments shall be included in the meeting information packets.
      (7)   Applicant shall ensure that a sufficient number of plans are available for review at the meeting.
      (8)   Applicant shall address Board comments in writing. This response shall become part of the job file.
      (9)   When the Board determines that the architectural appearance review is complete and all of the concerns have been satisfactorily addressed, it shall grant permission to the Village Staff to proceed with the permitting process.
