It is the intent of these regulations to assure that the materials, equipment and methods of construction utilized in the construction of Portland cement concrete subdivision pavement are adequate to provide a safe, durable, smooth-riding pavement of sufficient quality to afford a useful life of at least twenty (20) years. No pavement shall be constructed upon a frozen or spongy sub-grade.
All materials to be used in conjunction with subdivision pavement construction shall meet the requirements specified herein and all other applicable I.D.O.T. Standards.
