§ 151.395 GENERALLY.
   (A)   After the Village Board of Trustees has approved the preliminary plat, but prior to submittal of the final plat, the subdivider shall furnish for filing four copies of the plans (24" by 36" size) and one copy of the plan (11" by 17" size) along with specifications for all improvements to be installed within or in conjunction with the proposed subdivision to the village staff for review by the appropriate village staff subject to § 151.340.
   (B)   In addition, the developer shall provide the appropriate village staff with a copy of its design engineer's errors and omissions insurance policy declarations page.
   (C)   The errors and omissions insurance policy shall provide minimum insurance limits of $1,000,000 or the expected cost of the construction project, whichever is greater. If the developer chooses to construct the development in phases, each phase shall comply with the codes and ordinances in effect at the time construction is to begin unless the phase is constructed within one year of the Village Board's approval of the preliminary plat. All phased construction started within the one year of the approval of the preliminary plat by the Board, shall comply with codes and ordinances in effect at the time the preliminary plat was approved. However, should the Village Board determine it is in the best interest of public safety, it shall request modification to any portion of the preliminary plat for which improvement plans have not been submitted and the developer shall comply with the request. These plans and specifications shall be signed and sealed by the registered professional engineer responsible for their preparation.
   (D)   Until the village staff certifies in writing that the proposed improvements conform to generally accepted engineering practices, to the standards imposed in the Development Code and to applicable I.D.O.T. Standards:
      (1)   The village staff shall not issue any building permit to allow construction of the improvements; and
      (2)   The Village Board of Trustees shall not act upon the application for final plat approval.
