§ 151.189 EXTERIOR INSULATION AND FINISH SYSTEMS (EIFS).
   (A)   Whenever an exterior insulation and finish system is proposed within the village, it shall at least conform to this section.
   (B)   In addition to all relevant requirements of the Building Code, the following shall be incorporated and shall supercede any conflicting portions of the Building Code:
      (1)   All penetrations to be flashed;
      (2)   A water-resistant barrier to be installed over the building substrate;
      (3)   A drainage spacer or mat system to be used to direct water that may penetrate the system to the exterior;
      (4)   The foam board to be mechanically fastened. Adhesively fastened will be acceptable on a village approved water managed system. As an example, a system utilizing Dens Glass Gold as a substrate is an approved system. An equal or better product may also be acceptable. The contractor is to provide the village with technical submissions in sufficient detail for the village to analyze any proposed alternate. The village shall be the final judge as to the acceptability of the proposed substitution;
      (5)   All mechanical fasteners to be corrosion resistant screws;
      (6)   System to be caulked per the manufacture's recommendations;
      (7)   Control and expansion joints to be per plan, but not more than system manufacturers's recommendations;
      (8)   Contractor to provide the village with copy of manufacturer's recommended installation instructions and copy of certified installer certificate;
      (9)   Contractor to schedule inspection with the village at least 48 hours before installing foam, before coating foam board and after base coat is applied;
      (10)   E.I.F.S. applications over 10,000 square feet to have independent inspection hired by the village and paid for by the contractor;
      (11)   Contractor to provide village with copy of installers certification that work conformed to manufacturer's recommendations and Village Code;
      (12)   Contractor to provide E.I.F.S. insurance coverage; and
      (13)   Designated village staff (see Chapter 31) has authority to approve modifications to this criteria provided he or she does not diminish its intent to provide a water managed system that directs the water to the exterior.
