§ 32.06 RULES; PUBLICATIONS.
   (A)   The Board of Police Commissioners shall make rules:
      (1)   To carry out the purpose of the statutes of the state; and
      (2)   For appointments and removals in accordance with the provisions which are now, or may hereafter be given to it by law. The Board, from time to time, may make changes in these rules.
   (B)   All these rules and changes therein shall be printed immediately for distribution. The Board shall give note:
      (1)   Of the places where the printed rules may be obtained; and
      (2)   Of the date, not less than ten days subsequent to the time of publication, when the rules or changers therein shall go into operation.
   (C)   (1)   These rules of the Board shall apply only to the conduct of examinations for original appointments, for promotions, and to the conduct of hearings on charges brought against a member of the police department.
      (2)   No such rules shall be made by the Board to govern the operation of the Police Department or the conduct of its members except as provided in §§ 32.40 through 32.50.
