(A) The Board of Police Commissioners shall appoint all officers and members of the Police Department of the village, except the Chief of Police, who shall be appointed according to the provisions of § 32.03.
(B) All appointments to each department other than that of lowest rank, however, shall be from the rank next below that to which the appointment is made, except that the Chief of Police may be appointed from among the members of the Police Department regardless of rank.
(C) The sole authority to issue certificates of appointment shall be vested in the Board of Police Commissioners and all certificates of appointments issued to any officer or member of the Police Department of the village shall be signed by the Chairperson and Secretary, respectively, of the Board of Police Commissioners of the village, upon appointment of the officer or member of the Police Department of the village by action of the Board of Police Commissioners.
