§ 31.07 VACANCIES.
   If any person elected to a village office shall fail to qualify, the vacancy shall be filled by appointment or election subject to the provisions of the Illinois Compiled Statutes. Should any person appointed to a village office fail to qualify, the vacancy may be filled with the President (Mayor) making another appointment in accordance with the Illinois Compiled Statutes.
