If the applications do not comply with the requirements of all pertinent laws, village staff shall reject the applications in writing, stating the reasons therefor. Furthermore, village staff shall reject any application or deny occupancy in such case when an applicant, person applying for a permit of occupancy or certificate of occupancy or the owner of the property failed to pay in full village liens, village issued utility bills, or any other fees which are due to the village.
