§ 136.02 INTOXICATION IN PUBLIC; ILLEGAL PREMISES FOR CONSUMPTION OR POSSESSION.
   (A)   No person shall, in the village, be found in a state of intoxication, or drunk, in any street, or other public place, or shall be found drunk lying or roving about streets, alleys or sidewalks of the village, or the private grounds of any of the inhabitants thereof or being drunk as aforesaid, shall disturb the peace, order and quiet of the village, or the peace and quiet of the citizens thereof, by loud and unusual noises, disorderly conduct, indecent language or behavior, or in any other manner.
   (B)   No person shall consume an alcoholic beverage, or have in his or her possession an open container containing an alcoholic beverage in any public place unless the place holds a current license authorizing it to sell alcoholic liquor at retail.
   (C)   (1)   This section shall not apply to any public fair, picnic or special event conducted by an educational, fraternal, political, civic, religious or nonprofit organization if approved by the local Liquor Control Commissioner.
      (2)   The alcoholic beverages shall be dispensed and consumed in containers other than glass or metal and adequate waste receptacles shall be provided by the sponsoring organization for the resulting refuse.
