(A) Any person violating any provision of this title for which no specific penalty is prescribed shall be subject to § 10.99.
(B) In the event that restitution is not made according to the payment schedule obtained in compliance with § 130.09(B)(2), the parent or legal guardian shall be presumed to have failed to exercise proper parental responsibility, shall be charged with that offense, and upon conviction, shall be fined an amount in accordance with Chapter 34 for each offense under the Illinois Compiled Statutes.
