(A) Every member who shall be present when a question is stated from the Chair shall vote thereon, unless excused by the Board, or unless he or she is personally interested in the question, in which case, he or she shall not vote by abstaining and asking that it be noted for the record of the conflict of interest.
(B) For purposes of the vote count an abstention or present vote does not count either for nor against a question.
