In the event the trustee for public health and environment or any other authorized officer or employee remedies any conditions under this chapter, or demolishes any building or structure under this chapter, the reasonable costs and expenses of remedying said defect or demolishing said building or structure shall be paid by the owner of said premises, and shall become a lien on said real estate until paid.
