§ 152.22 DIRECTOR OF PLANNING AND DEVELOPMENT; APPOINTMENT AND DUTIES.
   (A)   The Division of Planning and Development shall be subject to the ultimate governing authority of the Town Council but shall have a chief administrative officer to be known as the Director of Planning and Development.
   (B)   The Director of Planning and Development shall be appointed by the Town Council President and serve at the President's pleasure, subject to approval of the appointment by the Council.
   (C)   The Director of Planning and Development shall:
      (1)   Have charge of and provide all general administrative support functions necessary or desirable to assist and coordinate the effective carrying out of their duties and functions by the several constituent elements and offices within the Division.
      (2)   Employ, as authorized by the Town Council, supervise and assign duties to all general personnel and clerical staff of the Division, exclusive of personnel specifically to be appointed by other officers or entities as provided by law or ordinance.
      (3)   Serve ex officio as administrative head of the Department of Land Use and Zoning and the Department of Economic Development and also of the Department of Building Safety if so required in accordance with § 152.19.
      (4)   Have the powers and perform duties as ascribed to the Director of Planning Development by town ordinance, including, but not limited to those ascribed under Chapters 10 through 14 of the town's master plan and particularly under §§ 10.47, 10.48 and 10.49 thereof respecting review of development plans and issuance of improvement location permits.
      (5)   Perform other functions as he or she may, from time to time, be directed to perform by the Town Council.
      (6)   Have other powers and duties as are necessarily implied or dispensable to the carrying out of the functions and purposes of the Division to the extent not in conflict or interference with nor preemptive of those powers and duties vested by law or ordinance in other officers, departments and elements within the Division.
