The company shall construct a substantial portion of its cable system and commence cable television operations within one year after it has received a certificate of compliance from the FCC and it shall thereafter equitably and reasonably extend the system so as to enable it to render service to all feasible areas within the town within three years after it has received a certificate of compliance from the FCC. The company shall apply for the certificate within 90 days from July 9, 1980.
