The company shall, at all times during the life of this franchise, be subject to al lawful exercises of police power of the town and shall comply with all valid local, state and federal regulations, including the rules and regulations of the FCC. Any amendments or modifications of Section 76.31 of the Rules of the FCC shall be incorporated in this franchise within one year of the adoption of that modification or at the time of the renewal of this franchise, whichever occurs first.
